The following people without symptoms may also be tested:
- Healthcare workers, first responders, and other critical infrastructure workers that have been exposed to COVID-19
- Residents of a long-term care facility or other group residential setting experiencing an outbreak of COVID-19
so your leaving out the ones without symptoms. Who knows one of them could already be sick but not showing symptoms.
I agree.
The following people without symptoms may also be tested:

Residents of a long-term care facility or other group residential setting experiencing an outbreak of COVID-19
And that’s high probability. But the reality is, the administration was ill-prepared for this and ill-handled it, and getting the testing kits has been erratic at best. There are only so many test kits, and they cost time and money. We can’t test every single person every single day. So, we test the ones most at risk, or the most-likely infected.
What about all the asymptomatic people? What about people who have been exposed to the virus???
